Bifurcation of employees to take time

The process is likely to be delayed due to cases relating to seniority pending adjudication in courts

The process for completion of allocation of employees between Telangana and Andhra Pradesh is likely to take some more time thanks to the cases relating to seniority pending adjudication in the courts.

The panel headed by C.R. Kamalanathan has successfully completed allocation of 55,870 employees among the two States - 31,611 to Andhra Pradesh and another 24,259 to Telangana. But there are still 1,302 posts that need to be bifurcated between the two States. Of these, 536 posts are of the rank of deputy collectors and special grade deputy collectors, 683 posts of DSPs, additional SPs and non-cadre SPs, 62 excise superintendents and few posts relating to medical education, directorate of health, labour and special protection force.

A high-level meeting chaired by Department of Personnel and Training secretary Ajay Mittal and attended by Chief Secretaries of the two States S.P. Singh from Telangana and his AP counterpart Dinesh Kumar held here on Monday discussed about the allocation of the staff between the two States. The deliberations during the meeting were dominated by the cases filed by the employees, particularly the grievances pertaining to seniority post bifurcation.

A majority of these cases, according to sources, pertained to the Home and Revenue departments.

The issue relating to the bifurcation of section officer rank staff also figured in the discussions, but the DoPT secretary is learnt to have asked the respective governments to resolve the problems, if any, through mutual consent. Andhra Pradesh Government is learnt to have expressed its readiness to resolve the litigations filed from its side by September-end and it also informed the other participants about the guidelines approved by Chief Minister N. Chandrababu Naidu regarding the agreement reached on transfer of equal number of employees in different cadres between the two States. It was accordingly decided to convene the next meeting once the cases were resolved.

Officials, however, feel that given the complications involved in the agreement on exchange of equal number of staff, the process was likely to continue till the year end. The meeting had in principle agreed on allocation of nine employees, four to Telangana and five to Andhra Pradesh.
