The Transport Department has made the transfer of registration certificates (RCs) of vehicles possible online at four major motor licensing offices (MLOs) in the Capital and is preparing to extend the service to all such facilities soon.

An exercise both in favour of transparency and making the process more convenient for vehicle owners, the service is currently available at MLOs at Mall Road, IP Depot, Janakpuri and Vasant Vihar.

An estimated footfall of 50,000 people is registered at Transport Department facilities for varying reasons on a daily basis.

At the moment, the transfer of ownership of a vehicle is to be applied for at the concerned zonal office where the vehicle is already registered.

A plethora of documentation, from the RC in original to two separate forms, an attested copy of valid insurance, copy of address proof of buyer and several others are required for the purpose.

“Given the documentation and procedural requirements, the presence of touts performing the service at transport facilities across Delhi is prevalent and considered a prerequisite for the process; but that will change soon,” said a source.

“Vehicle owners will now be able to utilise the service online, upload the required papers and be required to visit the said motor licensing offices only when required to prove their identity,” the source said further adding that the process would be online at over a dozen MLOs “soon”.

Reduce interface

In a similar step which was aimed at reducing the interface between the public and its officials with a view to cracking down on possible corruption, the Transport Department has been sending copies of RCs to the owners of new vehicles through speed post since late last year.

The procedure also involves updates on the processing of their documentation through successive text messages followed by delivery.
