Palam Vihar, Sushant Lok Phase I and DLF Phase I-III come under MCG

In a major decision that meets the long-standing demand of residents of licensed colonies, namely Palam Vihar, Sushant Lok Phase I and DLF Phase I-III in Gurgaon, Haryana Chief Minister Manohar Lal Khattar has accorded approval for their transfer to Municipal Corporation Gurgaon for maintenance and up-keep. While stating this here on Friday, a spokesman of Town and Country Planning Department said while Palam Vihar and Sushant Lok Phase-I are being developed by Ansal Properties and Infrastructure, DLF Phase I-III is being developed by DLF Universal Limited.

He said that as the services like roads, water supply, sewerage and open spaces in these colonies have been operational satisfactorily for more than five years, the concerned colonisers have been directed to transfer these colonies to Municipal Corporation Gurgaon (MCG) on ‘as is where is basis’.

A total of 2872.40 acres plotted area would be transferred to the MCG. This included 604.20 acre in sector 53, 27, 43, 28 and 17 of Sushant Lok Phase-I , 633.27 acre in sector 3, 2 and 1 of Palam Vihar and 1634.93 acre in sector 24, 25, 25A, 26A and 28 in DLF Phase I-III.

He said that the Department grants licenses for development of colonies that is residential plotted, residential group housing, commercial, industrial and IT under the provisions of Haryana Development and Regulation of Urban Areas Act, 1975.

He said that as per the agreement executed by the Department with the coloniser at the time of grant of license , the owner is responsible for the maintenance and up-keep of roads, open spaces, public parks and public health services for a period of five years from the date of issue of completion certificate unless earlier relieved of this responsibility, when the owner would transfer all such roads, open spaces, public parks and public health services free of cost to the Government of the local authority.

He said that since the grant of completion certificate in these colonies is still pending due to non-completion of community sites and commercial sites, the transfer would be allowed subject to the condition that such transfer of these colonies, could not be construed to be as grant of completion certificate relieving them from other responsibilities to be performed by them in compliance of terms and conditions of the license.

Area to be transferred: A total of 2872.40 acres plotted area would be transferred. This includes 604.20 acre in Sushant Lok Phase-I , 633.27 acre in Palam Vihar and 1634.93 acre in DLF Phase I-III
