Fulfilling the long-pending demand for a local agency to expedite development in the city, Haryana Chief Minister Manohar Lal Khattar on Tuesday announced that the Gurugram Metropolitan Development Authority (GMDA) has become functional.
The notifications for a Gurugram Metropolitan Area (GMA) and the establishment of the GMDA were issued on August 14.
The GMDA will provide integrated and co-ordinated planning for infrastructure development in the GMA.
The Principal Secretary of Urban Local Bodies, Anand Mohan Sharan, has been appointed as GMDA’s Chief Executive Officer.
The formation of the GMDA has been preceded by extensive and elaborate engagement with residents and stakeholders in Gurugram – the first time that such an exercise was carried out prior to the drafting of any legislation in Haryana.
Jurisdiction
The jurisdiction of the GMDA will extend to areas within Municipal Corporation Gurugram (MCG); Municipal Committee, Farrukh Nagar and 86 Gram Panchayats i.e. up to two km of the Kundli-Manesar-Palwal expressway. It will extend over an area of 675 square kms.
The GMDA will be headed by the Chief Minister and include elected Members of Parliament and the Legislative Assembly, Municipal Corporation, Zila Parishad and government officers.
For the better participation of citizens in urban governance, the GMDA will will be guided by the Residents Advisory Council.
The GMDA will prepare infrastructure development plans, which will be executed through annual plans in which schemes and projects for infrastructure work will be determined for each financial year.
Considering the rapidly increasing traffic volume and congestion on roads, the GMDA will prepare a mobility management plan in coordination with the Gurugram Police, MCG and District Administration to resolve transportation issues.
