MCD decides to go paperless, signs MoU with Tech Mahindra

Implementation of the ambitious e-government project of the Municipal Corporation of Delhi got under way over the weekend with the signing of agreement between the civic body and Tech Mahindra.

With this the MCD initiative towards ensuring a paperless administration across all its 40 departments is close to fruition. The agreement was signed by MCD Additional Commissioner R.K. Shrivastav and Tech Mahindra senior vice-president Dr. Prem Chand in the presence of Municipal Commissioner K. S. Mehra.

MCD spokesperson Deep Mathur said: “The programme when implemented will be able to provide 24X7 online services to the Capital’s citizens. We had engaged Wipro Consulting Services as a consultant for the initiative and have finalised Tech Mahindra as the implementation partner.”

“Tech Mahindra will undertake development of new software and integration of all existing software applications along with implementation of hardware in the MCD for seamless information flow and provisioning of citizen services online. It would also manage the Citizen Service Bureau across Delhi,” he added.

According to the MCD, the e-governance project will yield a number of benefits to the MCD, its employees and the citizens at large. They include among others a better understanding of the processes, transparency of operations, increased accountability of respective department and officials, automatic alerts to track defaulting departments and officials, single-point information including online application filing, tracking, getting approvals or certification and checking project status for all the MCD projects and services which can be of concern to a citizen.

Mr. Mathur said: “We have already identified nodal officers or coordinators across the 40 departments to support the project implementation. Monitoring and implementation committees to supervise the project regularly have also been set up. Further, the MCD is also motivating its employees and building the internal capacity to run the operations post-implementation.”
