A First Information Report has been registered against a doctor at Fortis Memorial Research Institute, Gurugram, on charges of culpable homicide not amounting to murder in connection with the death in September of a seven-year-old girl, Adya Singh, who was being treated for dengue.
However, Jayant Singh, Adya’s father, said he was “extremely dissatisfied” with the complaint by the government since the management was not made an accused.
‘Signatures forged’
“The committee constituted by the Haryana government had found fault with the management for over-charging. They [the management] also accepted to me that they had overcharged and gave refund. The management also tried to buy me out and the committee itself found that my signatures were forged,” Mr Singh said.
“I don't know why the Chief Medical Officer has not filed complaint against the hospital management. It could be intentional or outside his purview. It should have been done,” he added.
The FIR was registered at the behest of CMO, Gurugram Balkishan Rajora, following directions from Director, General Health Services, Haryana.
Sushant Lok Police Station, Station House Officer, Inspector Gaurav Phogat said the FIR was registered against Dr. Vikas Verma late on Saturday night. Mr. Phogat said the matter was under investigation, and more sections and names could be added during the course of investigation.
Father files complaint
Mr. Singh had also filed a formal complaint to the Gurugram Police on December 8 seeking registration of an FIR against the hospital management under various criminal charges.
Mr. Singh, a resident of Sector 12, Dwarka, had accused the FMRI management, treating doctors and staff of culpable homicide of his daughter in his 11-page complaint.
He had also pressed charges of destruction of evidence, forgery and criminal conspiracy against the management, the treating doctors and the staff.
Mr. Singh, in his complaint, has accused Dr. Vikas of allegedly removing the ventilator pipes and ambu-bag attached to his daughter causing her death. He said his daughter struggled to breathe and died in the ambulance within a matter of minutes after removal of life sustaining equipment.
Haryana Health Minister Anil Vij had also tweeted on Sunday morning from his official handle on the registration of the FIR. On the issue of the hospital management not being named in the FIR, Mr. Vij told The Hindu that he had not seen the copy of the FIR, but the committee report had been provided to the police.
