Persons with disabilities would now be given preference in allotment of industrial housing units, sheds and plots in Delhi as a policy in this regard has come into force with immediate effect.
This has become possible as the Delhi Government has adopted the policy for preferential allotment and concessions to persons with disability as recommended in the Persons with Disabilities (Equal Opportunities, Protection of Right and Full Participation) Act, 1995, for disposal of industrial plots, housing flats and built-up sheds.
Industries Minister Ramakant Goswami said on Tuesday that the Government will give preference to people with disability whenever the Delhi State Industrial and Infrastructure Development Corporation undertakes allotment of industrial plots, housing units and sheds.
The policy would benefit persons with disability in both securing such units and in gaining some financial benefits too through discounted pricing.
Mr. Goswami said eligible persons with disability will be entitled for preferential allotments with 1 per cent reservation in allotment of industrial plots, housing flats and built-up sheds and 5 per cent reservation in allotment of shops and kiosks, which too would be given to them on the ground floor. There is also a provision of 5 per cent rebate in the cost of these units for persons with disability subject to a maximum of Rs.1 lakh.
Realising full well that such schemes targeted at benefiting certain sections of society are often exploited for personal gains by unscrupulous elements, Mr. Goswami said the Delhi Government has also built safeguards into the scheme.
To prevent any “misuse or speculation”, he said the letter of allotment and lease deed or conveyance deed of such properties will specifically state that transfer of title or possession of the properties prior to 15 years from the delivery of possession to the allottee will automatically result in cancellation of the allotment.
Further, it has also been stated in the scheme that in case the allottee dies prior to the expiry of the stated period of 15 years, the legal heirs, on whom the property would devolve, too would be bound by the same condition.
The Minister said the scheme has been approved by the Delhi Government and will come into force with immediate effect.
