ACB to probe ‘irregularities’ at Delhi Nagrik Sehkari Bank

L-G refers matter to anti-graft unit after Kutty’s recommendation

Lieutenant-Governor Anil Baijal has directed the Delhi government’s Anti-Corruption Branch (ACB) to probe alleged irregularities in appointments and promotions at the Delhi Nagrik Sehkari Bank Ltd (DNSBL).

The decision came after Chief Secretary M.M. Kutty recommended the case for probe by the anti-graft unit, following submission of an Action Taken Report (ATR) on the issue to the Delhi Legislative Assembly’s Questions and Reference Committee.

“The L-G has referred the matter of the alleged illegal appointments and promotions in DNSBL to the ACB after the Chief Secretary’s recommendations,” said a senior government official.

Show cause notice

Earlier this week, Mr. Kutty had appeared before the Assembly’s committee, which is headed by Deputy Speaker Rakhi Birla, and submitted a report in relation to the case. During his appearance at 4.45 p.m. on Monday, the Chief Secretary had apprised the panel of a show cause notice that was issued to a former registrar of Cooperative Society for not responding to queries raised by the committee.

According to a government official, Mr. Kutty also told the committee that a show-cause notice was issued to the then Registrar of Cooperative Society in July, to which the Registrar had responded and following which the matter was forwarded to the L-G.

On the same day, Mr. Kutty had moved the Delhi High Court seeking directions to the committee, which had issued a show-cause notice and a notice to hold a meeting regarding an ongoing probe into the said corruption allegations.

Ms. Birla alleged that Mr. Kutty had “misled” the Delhi High Court in a matter related to the alleged illegal appointments and promotions in the bank. After several extensions, the committee had asked the Chief Secretary to appear before it on Monday. Instead, the Chief Secretary moved court.
