Fidel Castro is delivering a speech before Cuba’s parliament, his first official government appearance in four years.
The 83-year-old revolutionary waved and smiled Saturday as he arrived in the chamber, led by a subordinate and dressed in olive fatigues. A cheering crowd yelled “Fidel, Fidel, Fidel!” and “Long live Fidel! Long live Raul!” a reference to his younger brother and the current Cuban president.
Mr. Castro is expected to discuss his growing preoccupation with the threat of global nuclear war.
