Accountability crisis

There are many reasons why accountability cannot be enforced (“ >From Bofors to 2G, the same fate ,” May 24). Many rules are ambiguous. There are cases in which written rules are absent, and decisions are influenced by political and personal interests. Most important, those who take decisions at the top levels are empowered with discretion and blessed with immunity. Non-insistence on accountability leads to corruption. It also enhances unholy alliances between political and bureaucratic executives. The solution lies in leaving little to the discretion of our leaders, incorporating the maximum possible details in the Constitution and other statute books. Rules need to be framed to make one accountable for one’s action and inaction. This needs a higher level of political will.
