R.P. Singh needs to be grilled for his doubletalk (Nov. 26). Any possible nexus between him and politicians demands a probe. This will clear the air as to who stands exposed — the Congress or the BJP. There are no two opinions now on the fact that the government suffered heavy losses due to the manner in which 2G spectrum was allocated. The difference is only on the quantum of loss.

The UPA government has repeatedly clarified that its intention was not revenue maximisation but to provide telephones at affordable cost for the public. The objective has been achieved in the last four years. The revenue ‘difference’ — no matter what the figure — is not actually a loss, but an investment. Offering spectrum at a low cost, by allotment or auction, was a must to realise the objective. Such a rapid spread of mobile telephony has brought in mind-boggling benefits to society at all levels. Yes, a lot of policy flip flop took place before settling for the method of allocation but this, by itself, cannot be considered unlawful. Favouring a few companies in the queue, almost certainly for a secret consideration, was the only corruption angle in the whole exercise, which needs to be unravelled.
