To combat trafficking of girls in the capital, Delhi government along with Delhi Commission for Women will form a task force, which will report to the government, to draft a sound rehabilitation policy for the trafficked victims. Also, the chief secretary has asked the Police to call meeting of brothel owners and tell them that if a minor is rescued from their brothel, it will face closure.
DCW chief, Swati Maliwal, suggested that industry organisations such as Federation of Indian Chambers of Commerce and Industry, Confederation of Indian Industry, The Associated Chambers of Commerce and Industry in India and PHD Chambers of Commerce should also be involved to help in rehabilitation of victims.
Till date, Delhi Police depends completely on the information given by the NGOs and other state governments. “It may be the case that Delhi Police does not have any system of its own.” Chief Secretary, KK Sharma, has asked Delhi Police to form a strong information system so that trafficking victims from GB Road and other areas can be rescued. Mr Sharma has also asked the police data on the number of trafficking cases in which FIR were registered, status of chargesheet filed and conviction in the past five years.

In the past, Sub-divisional Magistrate had ordered closure of brothels. “However, the brothel owners get a stay from the Court. Court gives such stays since no rehabilitation policy exists for sex workers,” she said.
A decision was taken to reconstitute the current committee to include senior experts, police officers and NGOs. Apart from this, it was decided to construct/ identify residential schools for children of sex workers to prevent second generation prostitution. On the suggestion of the Director Women and Child Department, the possibility of forming a restoration panel was discussed in which translators & interpreters will be included. It was also decided to form a National Database of traffickers. Also Delhi Government will sign MoUs with other states to facilitate easy restoration of girls.
