Haryana Police on Tuesday registered a fresh FIR against former Director General of Police S.P.S. Rathore that charges him with abetment to suicide of the budding tennis player who was molested in 1990 and committed suicide in 1993.
The fresh first information report (FIR) charges Mr. Rathore under Section 306 of the Indian Penal Code for abetting the suicide of the budding tennis player in 1993, three years after he had molested her, police officials said. Haryana Superintendent of Police Maneesh Chaudhary said, “We have recommended that this case also be handed over to the Special Investigation Team (SIT) which is probing the two other new cases against Rathore, who was handed down a lighter punishment of six months jail term for the molestation charge.”
The SIT will subsequently recommend to the state government to hand over the three cases to the CBI as demanded by the family of Madhu Parkash, the complainant and the victim's family, the S.P. said.

Welcoming the registration of the third FIR, Aradhana, only witness to the molestation incident said that, “I am sure justice will be served in future. I am happy that the inquiry might now be marked to CBI. We are happy that Haryana Chief Minister Bhupinder Singh Hooda has kept his promise.”
Last week, Hooda had indicated that a FIR based on complaint under Section 306 of the IPC (abetment to suicide) filed by the victim’s brother against Rathore may be registered.
The disgraced former Haryana DGP has been accused of torturing victim's brother, by framing him in false cases of car theft, inflicting third-degree torture on him in police custody and harassing the family between 1990 and 1993. The family has alleged that the harassment cause by Mr. Rathore led the victim to finally committing suicide in December 1993.

Rathore was last week booked by the Panchkula police in two different cases, charging him of attempt to murder, forging and tampering with evidence of victim's death, criminal conspiracy and wrongful confinement.
