With an aim to bring in more transparency and flexibility in registration of immovable property, Chief Minister D.V. Sadananda Gowda on Wednesday announced that the “registration from anywhere”, which was introduced in Bangalore, will be extended to all the districts in the State.
The government is keen on bringing in more reforms in the registration process during 2012-13 by mandating a uniform index sheet as part of each document to be registered, he said. The path-breaking Urban Property Ownership Records initiative, which was introduced in four cities, will be completed in nine months and be extended to 50 wards in Bangalore city in 2012-13 in the first phase.
Having tightly linked Bhoomi and Kaveri (registration system) and introducing them in most of the taluks, the process of mutation of land records under Bhoomi will be speeded up as recommended by the Administrative Reforms Commission. If the revenue official concerned fails to decide the request for mutation of land, Bhoomi system would automatically approve the mutation under the deemed mutation concept after a fixed period.

After completing the electronic integration and convergence between Bhoomi and Kaveri systems, the government will take up total Land Management during 2012-13.
Mr. Gowda said many homeless people in the State have occupied government land by constructing houses and government is desirous of giving them titles over the property. For this purpose, Section 94 C of the Karnataka Land Revenue Act would be amended, enabling the eligible to make fresh applications.
