The former Chief Minister and president of the State unit of the Janata Dal (Secular) H D Kumaraswamy has urged the State government to suspend recruitment in all the State government departments and State government bodies and corporations till the process of amending the Article 371 of the Constitution providing special status to Hyderabad Karnataka region was finalised.
Addressing a mediapersons here on Saturday, Mr. Kumaraswamy said: “Waiting for few more days or weeks for the Centre to amend the Article and the State government issuing the necessary orders fixing the reservation will not harm anybody and the government should stop all the recruitment process already initiated.”
Mr. Kumaraswamy said that mere amendment of Article 371 would not be a permanent solution to the backwardness of the Hyderabad Karnataka region or the denial of equal share of opportunities in education and employment avenues to the people. He said that the commitment of the State government in undoing the injustice done to the people of the region all these years would play a crucial role in implementing the provisions of the amendment to Article 371. “History has proved that the successive governments lacked commitment to undo the regional imbalances in development and opening up employment and educational avenues to the people of the region”.

Mr. Kumaraswamy said the Union government as promised should move the amendment Bill in Parliament during the monsoon session to enable the State government to issue necessary rules and regulations and fix the percentage of reservation in educational and employment avenues for the people of the Hyderabad Karnataka region. The State government should also take steps to set up the statutory Area Development Board.
The former Chief Minister sounded a cautious note and said that while framing the rules and regulations and fixing the reservation percentage, the State government should take into consideration the disadvantages and the difficulties faced in the Telangana and Vidarbha regions.
