The Karnataka High Court on Tuesday stayed the operation of the new rule that prescribed that a doctor in government service would be eligible to seek admission to postgraduate medical and dental courses under the in-service quota only on completion of five year of regular service.
A Division Bench comprising Justice S. Abdul Nazeer and Justice H.S. Kempanna passed the interim order on the petitions filed by several in-service doctors. The petitioners have questioned Rules 3(2) and 10(1) of the Karnataka Conduct of Entrance Test for Selection and Admission to Postgraduate Medical and Dental Degree and Diploma Courses (Amendment) Rules, 2013 framed under the Karnataka Educational Institutions (Prohibition of Capitation Fee) Act, 1984.

They have contended that increasing the minimum period of regular service to five years from the earlier three would have a serious impact on their career prospects.
The new rule was notified on November 23, 2013.
