Mathai seeks permission to prosecute three IAS officials

He fears ‘mafia-style threat’ to his life, has sought police protection

A senior Karnataka Administrative Service (KAS) officer has sought permission to initiate criminal proceedings against six government officials, including three IAS officers, alleging that the officials tampered with his records. He has alleged a “mafia-style threat” to his life, and has sought police protection.

In a letter to Chief Secretary S.C. Khuntia about four days ago, Sakala Mission Administrator K. Mathai sought permission to prosecute three IAS officers — one is a Principal Secretary and two are Deputy Secretaries. The others include two Under Secretaries and a Section Officer.

Confirming that he had written the letter, Mr. Mathai, a 1999 batch KAS officer, said: “The Department of Personnel and Administrative Reforms (DPAR) first did not give me salary during the waiting period [between transfers] after being transferred six times. When I sought the salary, the department cut my increment. My review petition questioning this before the Chief Secretary did not help.” The Sakala Mission to which he is attached to, is also in DPAR.

In April, he had complained to the Chief Secretary that the “IAS mafia” was harassing him and had also complained to the Lokayukta. “Under civil services rules, we have to seek permission if a government servant is to be prosecuted. I have sought sanction to prosecute under Sections 120B, 166, and 167 of the Indian Penal Code for fabricating documents and criminal conspiracy.” He also alleged that his attempts to meet Chief Minister Siddaramaiah for the past one year has been stonewalled.

He said repeated harassment and criminal offence in tampering with records is provoking him to commit suicide. “I have submitted 24 pages of documents to the Chief Secretary, including the legal opinion given by the Law Secretary stating that the DPAR was wrong in cutting my increment.”

Mr. Khuntia was not available for comment.
