The issue of providing 100% job reservation in C and D category of employment in private sector establishments to Kannadigas will be discussed in the Cabinet soon, Law and Parliamentary Affairs Minister T.B. Jayachandra told the Council on Wednesday. Responding to a question by Capt. Ganesh Karnik on the status of the announcement of 100% reservation to Kannadigas made in the 2017-2018 budget, the Minister said after the announcement, two meetings had been convened and the opinion of advocate general had also been sought. “Cabinet has to decide on the issue, and it will be taken up as soon as possible,” he added. In a written note to the member, the government has said that the meetings were held in September 2017 and January 2018 in which advocate-general and officials of Law and Parliamentary Ministry attended. The government has received opinion on how the rule would be against the Constitution and the matter of such reservation is the jurisdiction of Indian government. Instead of using the word reservation, any other suitable word could be used and implemented has been suggested, it added.

The amendment or additions to the Karnataka Industrial Employment (Standing orders) Rules 1961 has to be examined under the articles/provisions of the Constitution of India. After taking a concrete decision in the matter, necessary action will be taken, it said.
