It was in February 2011 that the then Education Minister, M.A. Baby, inaugurated a regional centre of the Kerala State Civil Service Academy in the city.
The centre was to be provisionally functioning at the Public Works Department (PWD) District Store Godown at Thiruthiyad here. The Minister had also, on the occasion, laid the foundation stone for a new building on the same premises.
Around two-and-a-half years have passed but the centre is yet to become a reality. In June 2012, Education Minister Abdu Rabb declared the centre would be opened in Kozhikode soon.

Errors
All was done to start the centre by the last Ministry. Errors which cropped up while entering the survey number in the transfer documents, involving the Public Works and Education Departments, was the main hitch, he said.

Mr. Pradeepkumar said the PWD had recently raised some issues regarding the transfer.
“Now, a Cabinet-level meeting should decide on the lease agreements, which is being delayed for reasons unknown,” he said. “This (the regional centre) could have been a reality long ago if the officials in the departments concerned were at least a wee bit sincere and serious about their job,” the MLA added.
After two years, another submission was moved by K.N.A. Khadar, MLA. The Chief Minister repeated the promises made earlier by the Education Minister, he said.
Agitation planned
O.M. Bharadwaj, Thiruthiyad ward councillor, said it was a project that could have taken off much earlier.
“People were tired of this callousness on part of the administrators. We have decided to mobilise the people in the region for this cause and organise a mass agitation,” he said.
