The State government has sought a written explanation from senior IPS officer Umesh Kumar on charges of ‘misconduct and misbehaviour’ and directed him to submit it by May 24. An order to this effect was issued by the government on May 9. The written explanation was sought after the government decided to initiate disciplinary action against the IPS officer, according to the order (GO. Rt. NO 2017, dated May 9, 2013).
The GO is the culmination of an inquiry ordered by the government into allegations that Mr. Umesh Kumar, while working as the DG of ACB, had sought the detail of call records of two mobile phone numbers, one held by the DGP V. Dinesh Reddy and another by Mr. Reddy’s wife.
The ACB told the telecom company that the call details were being sought in connection with a case registered by it. The crime number furnished while seeking the call detail records was false, subsequent investigations have shown, an annexure to the GO disclosed.

The telecom company had refused to furnish the details pointing out that both the numbers were in the list of Caller Identification Restricted category and asked the ACB to confirm whether the bureau indeed wanted the details of these two numbers.
The ACB had subsequently confirmed its earlier request for details. In the meantime, Mr. Dinesh Reddy had written to the telecom company not to share any information with the ACB after bringing the issue to the notice of the government.
