Mr. Montagu at Calcutta.

H.E. the Viceroy and Mr. Montagu received this morning [Dec. 5] addresses from three more public bodies. The Maharaja of Cossimbazar read the Bengal Mahajana Sabha’s address urging extension of local self-government, introduction of a larger leaven of popular element in district and local boards, expansion of local legislative councils with two-thirds elected and one-third nominated, adequate representation to trade and commerce, special provisions for representation of other important classes and minorities, articulate or inarticulate, power of Legislative Council to impose, remit, or reduce provincial taxation and the appointment of non-official Indians to half the number of seats in the Provincial Executive Council.

The Hon’ble Mr. Fazrul Huq read the Bengal Presidency Moslem League address which was on the same lines as that of the Congress-League Scheme. In addition the address demanded that the number of Moslem members in the Executive Council should be half the total number of Indians, that in all branches of public services Mahomedans should have adequate representation of not less than fifty per cent, and that an Advisory Council should be formed consisting of non-officials to advise District Officers on the matter of daily administration and that half the number of members should be Moslems.
