Masula Land Pooling Scheme notified

The Andhra Pradesh government on Saturday issued a notification, adopting Land Pooling Scheme (LPS) to gather land required for the proposed deep sea port and Machilipatnam Industrial Corridor.

The Machilipatnam Area Development Land Pooling Scheme (Formulation & Implementation) Rules, 2016 were released on Saturday by the Municipal Administration and Urban Development department.

According to these rules, the Machilipatnam Area Development Authority (MADA) will take up the land pooling exercise, guaranteeing a set of packages to the farmers and others who are willing to part with their land for the deep sea port and the industrial corridor.

More than 30,000 acres, including 14,500 acres of private land, were proposed to be gathered under the LPS. However, the land acquisition notification issued in August 2015 will also be in force.

The MADA will offer yearly payment of annuity of Rs. 30,000 and Rs.50,000 for dry and wet land fields respectively for crop loss. The farmers/private land owners would also be given 1,000 square yards of residential site and 250 square yards of commercial site in dry land area per acre while the commercial site is 450 square yards in the wet land area.

“Farmers who have given their land of less than one acre in the Land Pooling Scheme will be paid Rs. 30,000/Rs. 50,000 for a period of 10 years with yearly increase of Rs. 3,000 to Rs.5,000 for dry lands and wet lands respectively”, say the rules. However, the annual payment will start from the date of handing over possession of the land to MADA, the competent authority.

The land procurement mechanism is purely voluntary and based on consensual process of land pooling.
