The State government has accorded administrative sanction for spending ₹6,448 crore to improve roads under the Chennai-Kanniyakumari Industrial Corridor project and would execute a loan agreement with the Asian Development Bank (ADB) in the first quarter of 2019. The project cost includes ₹1,574 crore for land acquisition, which has to be borne by the State government. The ADB will provide assistance to the tune of ₹3,288.15 crore and the remaining should be borne by the State government.
The government also plans to take up the construction of Phase 1 of the elevated corridor from Taramani to Siruseri with JICA assistance.
For the first phase of the project, 15 road stretches covering total length of 654.54 km at a cost ₹4,384.84 crore would be improved. Land acquisition cost would be ₹1574.09 crore, it added.

The government plans to enter into loan agreement with Japan International Cooperation Agency (JICA) during September 2018 for the first section of the Chennai Peripheral Ring Road project. The project, with seven sections, would cost ₹12,301 crore and the land acquisition for the first section (Northern Port Access Road from Ennore Port to Thatchur on NH5) for ₹951 crore is in progress, it added.
The government also plans to take up the construction of phase 1 of the elevated corridor from Tarmani to Siruseri with JICA assistance.
The policy note also pointed out around 200 State-funded road projects involved land acquisition to the tune of 1,760 hectares spread over 568 villages in 29 districts. Land acquisition proposals for 120 projects are pending for over five years and for 41 projects, it is pending for more than 3 years, it added. The government has instructed officials to expedite the process and closely monitor the issues, it said.

The government had planned spill-over works of five pedestrian subways at a cost ₹19 crore near A.G. church in Anna Salai, near M.K.N. Road junction at Guindy in GST Road, near Malladi company at Ekkattuthangal, near Kasi theatre and near the CMBT. However, there was no feasibility for above works due to difficulties in shifting of pipe lines and fouling of alignment of the said works along the metro rail alignment, the policy note said. So it has been proposed to provide a foot overbridge with escalator in the A.G. Church and M.K.N Road junctions and alternative proposals for others are under study, it added.
