Orders issued to implement Pay Grievance Redressal Cell proposals

The move is expected to benefit large number of employees

A number of orders implementing various recommendations of the Pay Grievance Redressal Cell were issued by the State government that is expected to benefit a large number of employees.

While the date from which the orders take notional effect varies, the date for the purpose of fixation of pay in the revised scales with monetary benefit will be April 1, 2013. The orders pertain to salaries of employees in various posts and offices, including Boat Driver (Marine) in the Fisheries Department, Personal Assistant to District Educational Officer in School Education Department to Amin, Examiner and Copyist in State Consumer Disputes and Redressal Commission.

The Cell was constituted on the orders of the Madras High Court to redress pay-related grievances of government employees arising from the recommendations of a one-man commission which was set up to rectify the anomalies in the implementation of the 6th Pay Commission recommendations.

One of the orders issued on Monday refers to the representations by several associations before the Cell to revive the scheme of separate scales of pay to Selection Grade/Special Grade holders as in the previous Pay Commission periods.

The Cell did not favour this granting the Pay Band and grade pay of the promotion post for Selection Grade/Special Grade as this as it would give uneven benefit to employees existing in the same pay scale in different departments with different hierarchical patterns.

However, considering the longstanding service rendered by the employees and to recognise their service the Cell recommended to grant an additional increment benefit (over and above one increment already allowed) equivalent to 3 per cent plus 3 per cent of basic pay (pay plus grade pay) for award of Selection Grade/Special Grade in the revised scale of pay.

The government decided to implement the recommendation and the additional increment benefit would be granted to the employees on award of Selection Grade/Special Grade in the revised scales of pay. The order would take notional effect from January 1, 2006 with monetary benefit from April 1, 2013.

Tamil Nadu Retired Officials Association thanked Chief Minister Jayalalithaa for the 20 orders issued to implement the salary revision ranging from Rs. 2,000 to Rs. 3,000. A statement from the association said it expected over 100 such orders.
