Kancheepuram residents hope for banner-free stretches

Residents and motorists of the temple town want the removal of unauthorised digital banners and hoardings, which pose a serious risk to road users.

A recent instruction from the Tamil Nadu government to implement provisions of Tamil Nadu Urban Local Bodies (Permission for Erection of Digital Banners and Placards) Rules 2011 and subsequent convening of district-level meetings with representatives of all parties regarding installation of digital banners and placards in urban local bodies has enthused residents, who look forward to travel on roads without any obstruction coming in their way. Following this, a meeting of representatives of functionaries from different parties and officials was held here recently, where participants were briefed about its provisions.

Prior to implementation of TNULB (PEDBP) Rules 2011, digital banners and placards were covered under the definition of ‘hoardings’ in the respective Urban Local Body Acts. In order to regulate installation of digital banners and placards, rules were framed for getting nod from respective District Collectors – the sole authority for granting permission, period of display, place and size of display based on road width, safe and proper removal, levy of non-refundable permission fee and refundable deposit and powers of permission granting authority among others were notified in the gazette.

The permission fee has been fixed at Rs.200 per banner in Corporation areas, Rs.100 in Municipalities and Rs.50 in Town Panchayat limits.

However, the installation of digital banners in violation of the conditions stipulated in TNULB (PEDBP) Rules has become the order of the day. Residents want the district administration to implement provisions of the Rules for the comfort and more importantly, safe of all road users.
