The Madras High Court on Monday dismissed a public interest litigation petition seeking a direction to the Madurai District Collector-cum-District Election Officer to consider a representation seeking ban on the entry of Union Chemicals and Fertilizers Minister M.K. Alagiri to southern districts.
In his petition, M. Sakthikumar of Madurai, chief secretary, Jananayaga Pathukkappu Advocates Sangam, said he had sent a representation to the District Collector dated April 5 demanding action against the distributors of money and ban on the entry of Mr. Alagiri to southern districts.
In its order, the First Bench, comprising Chief Justice M.Y. Eqbal and Justice T.S. Sivagnanam, said that without going into the maintainability of the petition at this stage, it was of the firm view that the person against whom the petitioner had sought relief (Mr. Alagiri) was not a party before the court.

In his absence, the court could not issue directions or pass any order on the petition.
The Bench, however, said that the court's order will not come in the way of the petitioner approaching the Election Commission by filing a representation.
