It may be recalled that students in these two districts have been taking out to streets demanding reimplementation of the ILP system in Manipur to check unbridled influx of outsiders and foreigners.

According to statistics available the population of the non-locals is next to the Meiteis, the non-tribal Manipuris and that they have more population than all tribes in the state put together.

All these years one NGO has been demanding the regulation of the entry and stay of the outsiders in Manipur. Recently the students had joined the campaign.

Meanwhile there is public outrage against the excesses of some police personnel in quelling the protests by the students. Several forms of agitations have been going on in Manipur and indications are that the closure of the educational institutes will not mean the end of the protracted agitations.
