Four youths, including two who were earlier arrested for assaulting Team Anna member and senior lawyer Prashant Bhushan, were detained by the police outside Union Communications Minister Kapil Sibal's residence in Chanakyapuri here on Wednesday.

They had gathered there to protest against the measures being taken by the Centre to regulate the content of websites.

The incident took place around 4.15 p.m. Three of the youths were identified as Bhagat Singh Kranti Sena president Tajinder Pal Singh Bagga, Vishnu Gupta and Shiv Kumar. They had gathered outside Mr. Sibal's residence carrying placards and flowers. “They claimed that they wanted to present flowers to the Minister as a mark of protest,” said a police officer.

Mr. Sibal had on Monday taken strong exception to the uploading of disparaging and defamatory content, particularly those related to Congress president Sonia Gandhi and Prime Minister Manmohan Singh, on some social networking sites, and had asked the websites to remove such content or face action.
