The one-year action plan (November-October) of the State government, announced by Chief Minister Oommen Chandy here on Thursday, aims at achieving a corruption-free and transparent administration.
Protection of the environment and solid waste management, higher growth and creation of employment opportunities, and improvement of basic infrastructure, health care, and skill development are the other salient features of the plan. It also focusses on development of knowledge-based society, social security, and welfare of the people.
The plan declares that the right to services law will be brought in to ensure time-bound delivery of government services. An advanced system for information and data exchange will be implemented in all departments of the Secretariat to monitor movement of files. An online system will be introduced for single-window clearance for industries.

The government will announce clear guidelines for granting no-objection certificates for CBSE and ICSE schools. Guidelines will also be issued in connection with recognition of existing schools. The Vigilance and Anti-Corruption Bureau will be trifurcated to improve its functioning. Whistle-blowers will be protected. ‘Nokkukooli' and collection of excess charges for loading and unloading will be eliminated.
All sports associations will be required to declare a sports charter and ensure that the services promised in it are made available to sportspersons. District-level cells will be formed towards enlarging the Sutharya Keralam programme of the Chief Minister.
Help desks with women civil police officers will be set up in all police stations to accept complaints from the public. Complaints to the police would also be accepted through FRIENDS (Fast Reliable Instant Efficient Network for Disbursement of Services) centres.

Various infrastructure programmes will be speeded up. A corporation will be formed to take up the development of the proposed high-speed corridor between Thiruvananthapuram and Mangalore. Brand Kerala will be promoted through an investors' meet, Emerging Kerala, scheduled in September next year. The feasibility study of the Kochi- Coimbatore industrial corridor will be completed.
To improve public utility services, four companies, Kerala Bus Shelter Company, Drinking Water Supply Company, Public Toilet Company, and Clean City Company, will be formed with 26 per cent equity participation of the government.
A scheme (Kerala Arogyasree) for free treatment of diseases not covered under the Rashtriya Swasth Bhima Yojana will be launched. BPL (below the poverty line) families will be given medical insurance protection for up to Rs.2 lakh. Preliminary steps for starting medical colleges in Idukki, Pathanamthitta, Kasaragod, and Malappuram will be completed.
A database of land holdings in 1,634 revenue villages in the State will be prepared with classification of ownership of the land. Online transfer of registry will be introduced in 556 villages in nine districts.
