Tells HC that steps in place to avoid red-tapism

The State government on Wednesday informed the Kerala High Court that the Anthoor municipality refused to give occupancy certificate to the convention centre, built by an NRI who later committed suicide, because there were lapses and violation of building rules.

The State government made the submission in a suo motu case initiated by the High Court in the wake of the suicide of an entrepreneur at Anthoor.

The government pointed out that the plan was totally changed and a new plan was submitted later, which was found to be defective in many aspects.

This should not have been done especially when the plan was submitted for Group D assembly building.

The government also submitted that it had taken comprehensive steps to avoid red-tapism in granting building permits and occupancy certificates.

Software in place

It had already put in place a software to eliminate the difficulties in obtaining building permits and issuing occupancy certificates.

In fact, it had issued an order fixing time limits for issuing building plan approval, inspections to be done, and issue of final completion/occupancy certificate.

It has now been mandated that construction permits should be issued within 45 days and on completion, occupancy certificate within seven days after inspection.
