The Kerala State Commission for Minorities (KSCM) has served a show-cause notice to Usha Titus, Secretary, Department of General Education, for her alleged failure in submitting a report on the pending recruitment of Communicative English teachers in various higher secondary schools in Kerala.
The notice was served on Wednesday as the Secretary reportedly failed to respond to the commission’s order even after sending six consecutive reminders. It was in 2016 that the panel formally registered a case on the issue based on a petition submitted by C.H. Muhammed Musthafa, a minority community member from Malappuram district. KSCM sources said the complaint on pending recruitment was found genuine and the Education Department was supposed to furnish their explanation for more clarity. In 2016, the Public Service Commission (PSC) too confirmed to the commission that it could not find eligible candidates to the vacant posts even after four notifications. Subsequently, the PSC had submitted a recommendation to the State government seeking an amendment to the special rules related to the recruitment, the sources said.
In the petition, the complainant had claimed that the department had been delaying the recruitment of Communicative English teachers to 42 vacancies across Kerala when several qualified persons were awaiting jobs.
