The Congress changed its mind about introducing the Telangana Bill first in the Rajya Sabha, after it was advised that it may be a ‘Category A’ Financial Bill, one that has to be taken up in the Lower House first. Initially, the government had planned to bring it in the Rajya Sabha on Tuesday. The idea was that in case it was unable to push it through, the Bill would be alive till the next Parliament, unlike in the Lok Sabha where a Bill lapses. But it was decided to take it off the list of business after the Rajya Sabha Secretariat sent a query to the Law Ministry on the category of the Bill and the constitutionality of introducing it in the Upper House first.
