Report on allocation of staff to AP, TS ready

In its 19-page draft guidelines uploaded on Friday, the Kamalnathan Committee explained in detail the principles of State-level employees allocation.

The allocation of employees will be based on final distribution of posts including vacant posts proposed by the Advisory Committee in consultation with the successor States and approved by the Centre. Thus the committee will be uploading soon the details of the cadre strength of all categories of posts.

All sanctioned civil services and civil posts including vacant posts that existed prior to the appointed day, June 1, 2014 will be allotted to the successor States. However, the territorial State services posts located in the geographical area of a successor State like village, town, circle, mandal, division, district, zone or multi-zone, will be deemed to be posts of that successor State from the appointed day.

All other posts in the Secretariat, Heads of Departments and State-level offices and institutions, special offices and establishments and major development projects will be allotted on the basis of the population ratio – 41.68:58.32 between Telangana and Andhra Pradesh. But in some cases, the apportionment of posts may be based on geographic intensity of activity of the department concerned in the two States.

The allocation of employees will be on the basis of seniority list as available on June 1, 2014; All the employees including absentees, those on leave, under suspension, undergoing training and employees on deputation including foreign service deputation will be considered.

Employees will be allocated after seeking their option/preference to serve in either of the successor States. However, the Centre can allot the person to any successor State in the administrative interest or any exigency.

Those who are ‘local candidates’ to the State to which they have opted be considered in the order of their seniority for allocation first. But, if there are more posts in that category than the employees, then others will be considered to those posts by allotting the junior most.

Class IV employees and drivers of light vehicles will be allotted on the basis of option or local candidature as far as possible.
