TNGOs’ Association central union president G. Deviprasad Rao has reiterated that Telangana employees could not accept Seemandhra employees being allowed to choose their area of service, arguing that it should be allotted based on nativity.
Telangana employees were not more than 20 per cent in the Secretariat. If options were given to employees from Seemandhra, all Telangana offices would be replete with them, turning them into virtual Andhra offices, he said. Of the 204 heads of department (HoDs), 185 were headed by Andhra officers, he claimed.
Talking to reporters here on Wednesday, Mr. Devi Prasad Rao said that the problem had not cropped up in previously bifurcated States as there was no 610 G.O., zonal system or Presidential Orders like in Andhra Pradesh. Telangana employees were restive over the government’s decision on the division of employees, he said.

He also made it clear that distribution of assets and liabilities and office buildings on population basis would not be acceptable to them. If the responsibility of allotting building blocks between Andhra and Telangana States was entrusted with the HoDs, they would definitely do injustice to the Telangana.
“Therefore, we demand that a monitoring committee with impartial officers be constituted to divide buildings and properties between two States,” Mr. Rao said.

Government employees from Telangana are prepared to put in two additional hours of work every day starting June, so as to aid reconstruction in the new State, Mr. Devi Prasad Rao said. He was in Adilabad on Wednesday to create awareness among employees on the division of employees between Telangana and the residual State of Andhra Pradesh. He told reporters that the TNGOs Union favoured proportionate representation in numbers of employees from all the districts in the Telangana Secretariat once the State is formed.
