Governor P. Sathasivam has expressed “deep concern” at the unfortunate incidents in the Assembly on Friday and stressed the “necessity to take appropriate action against those responsible for unruly behaviour” in the House.
The Governor also called for “well considered views and proposals” from the government to ensure that such “unfortunate incidents” do not happen in the the Assembly in future, a communique issued by Raj Bhavan on Saturday said.
It said Mr. Sathasivam had forwarded representations from the Opposition Left Democratic Front (LDF) and the BJP, questioning the validity of the budget stated to have been presented by Finance Minister K.M. Mani and seeking declaration of the proceedings unconstitutional to the government.

“The happenings may even justify submission of a report to the President of India under Article 356 of the Constitution of India,” the communique quoted the Governor as saying.
The Governor would inform the President about the happenings, it added.
The Governor also highlighted the need for passing the appropriation Bill for supplementary demands for grants and vote on account by the Assembly on or before March 31, failing which “the State may have to face a financial breakdown”.

It said the Legislature Secretary informed the Governor that the Speaker’s chair was removed and thrown into the well and that the announcement system was destroyed at the instance of Opposition legislators.
