After the conclusion of its consultations with various stakeholders on creation of Telangana, the Group of Ministers has begun finalising its draft recommendations that would bring clarity on contentious issues including sharing of resources between the new and residuary States and the status of Hyderabad.
At its meeting on November 21, the GoM is expected to finalise the draft recommendations.
Sources in the Home Ministry said GoM head Sushilkumar Shinde and Rural Development Minister Jairam Ramesh on Tuesday met officials of the various ministries concerned and discussed some key issues. “The process of fine-tuning has begun. On Thursday, the GoM would come out with its recommendations that would then be sent to the Cabinet for being included in the draft bill. The issues of Article 371 (D) and Hyderabad as the proposed joint capital of the two States for 10 years would be discussed at length in the GoM,” said a senior Home Ministry official engaged in the process.

Article 371 (D) deals with providing equitable opportunities and facilities to people belonging to different parts of the State in public employment and education.
The draft finalisation process will continue on Wednesday when more GoM members are likely to take part. The Centre has little time left as it wants to table the bill on Telangana creation in the winter session of Parliament beginning on December 5.
