Confusion grips two Secretariats

Employees getting work orders a day before the appointed day cited as the reason

The first day after the two Secretariats of Telangana and residuary Andhra Pradesh came into existence, work in various departments literally came to a standstill on Monday.

The orders to serve in Telangana were handed over to the employees of united State Secretariat on Sunday, just a day before the appointed day. As a result, the formal procedure of employees, who are allotted to Telangana, reporting to respective department heads and moving to the sections earmarked to them has been taking time.

Secondly, movement of Seemandhra staff to the departments located in H, J, K and L blocks of Andhra Pradesh Secretariat and similarly Telangana employees moving to departments located in A,B,C and D blocks under Telangana Secretariat has not begun as arrangements were still not in place.

“This is a transition phase and it will take about a week for employees of both the States to settle down in their respective departments and move the files as part of the bifurcation process,” said Seemandhra Secretariat Employees’ Forum chairman U. Muralikrishna.

Moreover, after provisional allotment of 44 IAS officers to Telangana, certain departments are now without heads in Andhra Pradesh Secretariat. Those IAS officers allotted to Telangana will now serve only that government. The AP Chief Secretary, who assumed charge on Monday, will be making alternative arrangements in such departments, sources said.
