Andhra government to prioritise division of regular posts, employees

Separate guidelines later for contract staff

The State government has decided to gather information related only to sanctioned regular posts as exists on March 1, 2014, in all the government departments and corporations, under the State bifurcation process.

The departments will also have to furnish information of the State-level posts through the online database established by the Centre for Good Governance.

All ad hoc, supernumerary, contract and outsourcing posts will not be considered now and the Finance Department will issue detailed instructions for gathering data related to them separately, according to sources.

The services of all contract and outsourcing employees were extended till May-end and information relating to them would be compiled by then.

The present exercise for the division of sanctioned regular posts will include all regular posts that have state-wide jurisdiction, all staff in the Secretariat, the heads of departments, posts in the non-gazetted categories, multi-zonal cadre posts that currently have operational responsibility both in Telangana and Andhra Pradesh and also all posts that have state-wide transfer potential under the present cadre management regime, according to official sources.

Of over 13 lakh all categories of posts, the Human Resource Management System collected the data of 11.4 lakh employees recently and of this, about 7.3 lakh are sanctioned regular posts. The government has set March 29 as the deadline for furnishing data related to regular posts, workload assessment and work allocation for each post, and it will be placed before the apex committee for review.

“Then, it will be submitted to the Government of India committee for its approval,” sources said.

The departments have also been asked to prepare an inventory of all officers, including those on long leave, under training, deputation, other duty, foreign service, work order deployment, suspension, unauthorised absence etc., latest by March 18.

All the posts in local, district, zonal and multi-zonal cadres that fall entirely in one of the successor States will stand allocated to that State on the appointed day.

Similarly, the posts in the departments, institutions, special offices and major projects that fall and serve exclusively one of the States, will be allotted to that State.
