Taking yet another important step in the State reorganisation, the Union government has constituted an advisory committee for distribution of State government employees other than All-India Services.
The Department of Personnel and Training issued an order appointing C.R. Kamalnathan, retired IAS officer of Andhra Pradesh cadre as chairman of the committee. Chief Secretary P.K. Mohanty, V. Nagi Reddy, P.V. Ramesh, Additional secretary/Joint secretary, DoPT, are the members and an officer not below the rank of Secretary to the State government coordinating the Reorganisation Cell, will be the member-secretary.
After the Appointed Day, the Chief Secretaries of the successor States of Telangana and Andhra Pradesh will also become the members of the Advisory Committee.

Mr. Kamalanathan is also heading the committee constituted by the Centre to evolve guidelines for the distribution of State level employees between the two successor States. The committee commenced its work and held meetings with various State government committees. Last week, it met several employees associations to take their views before finalising the guidelines for distribution of employees.
The DoPT order said that the Advisory Committee would determine the objective and transparent criteria for the distribution of the State level employees of different services between Telangana and Andhra Pradesh States.
It would place its guidelines and also the actual cadre strength proposed on the website of the State Government for a reasonable period so that the committee would consider the issues raised by the stakeholders. Once the cadre strength was determined, it would be distributed pro-rata between the successor States.

The Advisory Committee would also recommend specific individual allocation of employees and consider any grievances due to such allocation to ensure a fair treatment, the order said.
