Smart Pulse Survey facing teething troubles

July 15, 2016 12:00 am | Updated 06:05 am IST - GUNTUR:

Not a single entry could be recorded in Guntur Municipal Corporation area

The Smart Pulse Survey launched on June 7 across Andhra Pradesh with an objective to ascertain the socio-economic status of people, is beset with teething issues ranging from the designing of the app, server problems, errors in software to non-availability of tablet computers and manpower.

In Guntur, the survey is yet to take off with enumerators complaining about the problems in using the app, uploading the data and generating a zipper code for each house.

A master trainer in GMC said that the Smart Pulse Survey App, originally a 2.0 version, has been upgraded to version 2.4, but there are problems in downloading the app. Soon after the app is downloaded, the authentication process begins with feeding of Aadhaar number, uploading of fingerprints and feeding of household details, GPS coordinates and image of the house.

The details of the family beginning with the head of the family are also uploaded. Enumerators say that the data entered after this point like details of education, annual income, loans and availing of government schemes are not getting saved.

“We have not been able to record a single entry in areas under the Guntur Municipal Corporation. Any data relating to appending digital signatures, fingerprints and images is not being saved. The dedicated server for the app had crashed on Wednesday,” said an enumerator.

The survey is also being affected by the shortage of enumerators and tabs. While 322 enumerators were needed in Guntur West, just 100 were available.

Zipper code issues

In other municipalities like Narasaraopet, enumerators complained that they have not been able to generate zipper code for individual houses by which house numbers are digitally appended on the map. An error code of 111 is being displayed on the tab when one tries to enter the zipper code.
