A Division bench of the Hyderabad High Court comprising Justice V. Ramasubramanian and Justice A.Shankar Narayana in a far-reaching judgment declared that the concept of guest NCC cadets as recommended by eminent persons getting MBBS/B. Tech seats on a priority basis is unconstitutional.
The bench directed the authorities of Andhra Pradesh and Telangana states and their health universities not to give priority to such persons while selecting candidates for MBBS seats. The bench was disposing of a batch of writ petitions filed by students contending that the seats reserved for cadets who participated in Republic Day parade were being allotted to unqualified people. At the recommendations by eminent persons, some students were sent to Republic Parade as guest cadets. The certificate of being a member of a contingent that participated in Republic Day parade would give him or her MBBS seat in NCC quota.
The court wanted the NCC to explain how these guest cadets were chosen, how they were trained and whether they actually participated in the parade. Coming down heavily on such practice, the court said it was all farce. .
