MHRC issues arrest warrant against 2 police officers

The Manipur Human Rights Commission (MHRC) has issued arrest warrant against L. Kailun, police superintendent, Imphal West district and the SHO of the police commandos of this district, R.K. Rajendra, a member of the MHRC, said while talking to journalists . He said that both officers were summoned to appear before the MHRC on October 2 in connection with the investigation into the July 23 “fake encounter” now being conducted by the commission.

He disclosed that the pregnant woman, Thokchom Rabina,(22) was shot dead in front of her two-year old son in the Imphal city . He also made the startling disclosure that there is a video clipping showing some police commandos planting a gun near the dead body of the former militant, Chungkham Sanjit, after he was killed in an “encounter.”

On an earlier occasion the two police officers refused to appear before the MHRC to assist Mr. Rajendra during a field investigation. Instead, the police officers wrote to the MHRC suggesting that since there is a judicial inquiry commission it will be better to extend cooperation to it.

Though Chief Minister Okram Ibobi who also in charge of Home Affairs and the police maintain that the two persons were killed and five others including three women were wounded on July 23 during an exchange of fire with Sanjit, all sections of people have been saying that it was a “fake encounter.” They have been launching agitations demanding the resignation of the Chief Minister for making a misleading suo moto statement in the Manipur Assembly and punishment to the police commandos.

Mr. Rajendra also said that the NHRC would be informed of the insults heaped on another member N. Nongyai by the two Congress MLAs E. Dwijamani and T. Lokeswor in at a public place on October 2. Mr. Rajendra said that it was unbecoming of the elected representatives and the MHRC members cannot be insulted in this manner.
