Murder accused freed, Nepal Parliament resumes

A day after the Chitwan district court released on bail the two arrested Maoist cadres named among 13 murder accused, proceedings in Parliament resumed on Friday after two days of obstruction by the UCPN (Maoist).

UCPN (Maoist) Chief Whip Giriraj Mani Pokharel told mediapersons that the three major political parties — the Nepali Congress, the CPN-UML and the UCPN (Maoist) — agreed to resume Parliament proceedings following an understanding not to file any new conflict-era cases.

Controversial Bill

The government tabled the draft bill on TRC and Commission on Enforced Disappearance for discussion. Some national and international human rights organisations have opposed some of the provisions in the TRC draft.

These provisions, they contend, are aimed at providing amnesty to perpetrators of even heinous crimes like rape, murder, torture and abduction during the decade-long Maoist conflict in the country.

The ruling parties — NC and the CPN-UML — and the opposition party, UCPN (Maoist), agreed on Thursday that the proposed TRC would be empowered to look into all conflict-era cases, even the ones being tried at various courts in the country.

On Sunday, the district attorney’s office filed a case for prosecution against 13 UCPN (Maoist) cadres for allegedly murdering Krishna Prasad Adhikari of Gorkha district in 2004.
