Police in northern Afghanistan say a suicide bomber has killed at least 28 people, including civilians, at a government office in Kunduz province.
Abdul Qayum Ebrahimi, police chief of Iman Sahib district, says the bomber detonated his cache of explosives around noon Monday at the entrance to the compound, killing many people waiting in line to get identification cards.
