“Cheques bounced”

Sources with the CCB said an FIR has been registered against Deputy Secretary of Transport V. Mohanraj, (conferred IAS), and his personal secretary (not official) S. Selva Kumar following directions of the Madras High Court.

Speaking to The Hindu at the Police Commissionerate on Friday, the complainant, Dr. Nizar Ahammad, said Mohanraj and Kumar promised to get medical admission for his daughter for the academic year 2013-14 “The IAS officer and his assistant demanded Rs. 50 lakh for admission, which I paid in four instalments from July 2013. But months passed and there was no progress. After numerous visits to Mohanraj’s office on the first floor of the State Secretariat building, he assured me a refund,” said the neurologist, who claims the officer collected the money from his clinic in Nungambakkam.

On February 2014, Mohanraj issued two cheques each for Rs. 25 lakh to Dr. Ahammad, but they bounced.

The doctor lodged a complaint with the office of the Commissioner of Police on May 8, 2014.

“As there was no action on my complaint against the IAS officer, I approached the Madras High Court and an order to register an FIR on the suspects was given on March 27, 2015. Following this, the police registered an FIR against them on Wednesday,” he added.
