Court gives civic body 24 hours to make up its mind

The Bruhat Bangalore Mahanagara Palike (BBMP) on Wednesday told the Karnataka High Court that it intends to ‘revisit’ the recently notified BBMP (Pet dog licencing) Bye-Law, 2018 as the civic body has received a large number of representations from various quarters of society.

A submission in this regard was made by a counsel for the BBMP before a division bench comprising Dinesh Maheshwari and Jutice Krishna S. Dixit during the hearing of PIL petitions, filed by Indira Gopala Krishna, a school teacher, and four non-governmental organisations, including M/s Compassion Unlimited Plus Action.

As the BBMP counsel sought some to ‘revisit’ the bye-law, the bench set a 24-hour deadline for the civic body to make up its mind and submit its decision to the court on Thursday.

The petitioners have claimed that the conditions in the bye-law are arbitrary and contrary to law while contending that the draft bye-law was not published in newspapers as per provision of the law.

Pointing out that the BBMP has ignored guidelines on pet and street dogs and their care-givers, and for residents’ welfare associations, which were issued by the Animal Welfare Board of India in 2015, it has been alleged in one petition that the list of breeds that are approved for residential flats has been mechanically copied from a list meant for another country. And several known breeds of dogs find no mention in the list, it has been alleged in the petition.
