Report card of State government is out

Housing, Higher Education and Excise are top performers

Is the government functioning properly? Which department has failed and which one has scored well? The answers seem to have been recorded in the Planning Department’s annual Results Framework Document (RFD) for the year 2013-14.

Performance of each department was assessed based on certain parameters such as vision, targets, objectives of programmes, implementation of schemes, and activities.

Rate of scoring

Of the 38 departments that were covered by the Planning Department, 21 departments scored more than 75 per cent and the scores of 13 were in the range of 60.1 per cent to 74.46 per cent. The rest scored less than 60 per cent.

The list was topped by the Housing Department (86.69%), followed by Higher Education (86.62%) and Excise Department (85.81%).

Bottom position

The Health and Family Welfare (58.69%), Social Welfare – Scheduled Tribes (53.79%), Urban Development (53.15%) and Revenue Department (51.78%) were at the bottom of the list.

Chief Secretary Kaushik Mukherjee said, the preparation of RFD for 2014-15 was underway.

The former Additional Chief Secretary K Jairaj told The Hindu that the performance of a department depended on the role played by the Principal Secretary.

“While some departments take performance reports seriously, some do not,” Mr. Jairaj said.
