Opposition parties dubbed as non-implementable the ruling Bharatiya Janata Party's budget for the year 2011-2012, which was placed before the Bruhat Bengaluru Mahanagara Palike (BBMP) Council here Thursday.
They also dubbed it a BJP manifesto.
While both Congress and Janata Dal (Secular) leaders slammed the BJP for delaying the budget, they pointed out that most of last year's proposals have remained on paper.

“The State Government is yet to release Rs. 1,000 crore of the total Rs. 1,300 crore which the BBMP sought as assistance last year. The BJP is lying to the people again that the Government will give Rs. 1,500 crore,” Leader of the Opposition M. Udayshankar told presspersons. He said the BBMP has no money to pay salaries, has a debt of Rs. 3,000 crore, and owes Rs. 3,500 crore to contractors.
He also took exception to the inclusion of the names of the city and Bangalore district BJP presidents in the budget copy, and alleged that budget proposals were prepared at the BJP office and not at the BBMP office. Incidentally, G. Manjunath Rabu, Chairperson of the Taxation and Finance Committee, in the budget copy, has thanked the party office-bearers among others.

Terming the budget proposals as a BJP manifesto, JD(S) leader Padmanabha Reddy was sceptical about the collection of the proposed revenue this year. He said the State Government should first release the special funding of Rs. 3,800 crore, which has remained as arrears.
