High Court tells BBMP not to open new garbage bids

The Bruhat Bangalore Mahanagara Palike has invited tenders for garbage collection and transportation in 40 packages across the city.

The Karnataka High Court on Friday directed the Bruhat Bangalore Mahanagara Palike (BBMP) not to open bids invited for garbage collection and transportation in 40 packages across the city.

Justice A.S. Bopanna passed the interim order on the petitions filed by contractors, including Muninandha, questioning the tenders invited by the BBMP on July 10. The petition alleged that the BBMP’s tender notification does not specify the exact area, as directed by the High Court in its April 26, 2013 verdict in which it had issued guidelines to be followed in garbage tender process.

Instead, the BBMP has given ward map, which only shows proposed boundary of each ward at the time of holding elections to the newly carved wards in 2009, but not the boundary of each package, they said, and claimed that there was no clarity in tender terms and conditions.

While asking the petitioner-contractors to submit their bids according to the deadline fixed by the BBMP in the manner they understand the tender terms, the court asked the BBMP not to open the tenders until further orders.
