Retired Joint Commissioner of Labour J.A.S. Krishna Rao on Saturday called for capacity building by training unskilled labour. He was speaking at a seminar on ‘Contract Labour (Regulation and Abolition) Act, 1970: Realities and challenges’ organised by Vizagapatam Chamber of Commerce & Industry in association with Federation of Telangana and Andhra Pradesh Chambers of Commerce & Industry (FTAPCCI) and Kochhar & Co, legal consultants.

Mr. Krishna Rao said though several laws had been introduced for providing social security to the workers, the enforcement was not effective. He said post-globalisation phase, the market was controlling the wages.

Stating that the government itself had become biggest contract employer under the garb of outsourcing, he said capacity building was lacking because of which unskilled labour, who form a major chunk of workforce, were not getting the wages due to them as per various legislations.
Mr. Rao said though minimum wage had been fixed at about Rs.9,000 per month, many were coming forward to take employment at Rs.3,000. Even in China, the labour laws were not being implemented fully due to capitalist approach.
